Yes if you know of a Residents Association for your local area you could bring it up at one of their meetings
Chat to your neighbours in a low key way like when discussing something general for the street bring it up
They may not be as knowledgeable as you about the issues
Mostly people are appreciative of being informed with sensitivity
If you have alternatives you can suggest that will help too
I don't have a garden but when I did it was organic as possible
Using broken egg shells etc.
